There is one way to get in by glitch you go to the house a mile away from the vinewood sign and by the pool you go through the wall to the underground be sure to use the jetpack cheat so you don't respond and also be sure to mark the restricted area on your map and then when you enter the area you should see an underground room go about two or three feet away from the room and go really far down to respond and you will be in the restricted area.
